Учебная задача: Активизация знаний, умений и навыков учащихся по теме: “Хороша ли система социального обеспечения?”, правильное использование на практике ранее изученного грамматического материала: субстантивированное прилагательное – the unemployed, the widowed, the retired; придаточные предложения с союзами и предлогами (despite/in spite, although/though).

Развивающаяся задача: Развитие разговорных навыков, совершенствование ранее изученной лексики, грамматического материала, расширение и углубление словарного запаса, а также более глубоких страноведческих знаний по этой теме.

Воспитательная задача: Развитие у учащегося кругозора и повышение их интереса к иностранному языку и стране, язык который мы изучаем. Создание и предоставление учащемуся возможностей для проявления у них индивидуальных художественных способностей, развитие чувства коллективизма, привитие любви к труду.

Great Britain is a welfare state, a country that has a system of ensuring the welfare of its citizens by means of social services, provided by the state.

At the national level the Government is responsible for the National Health Service, National Insurance and Social Security.

T: Today our lesson is not traditional.

It is a conference.

The theme of our conference is “ Is the System of Social Welfare Fair? ”

Today we shall discuss different questions during our conference/ Such as:

“What benefits do people receive in Britain, in Russia?”

“Do you have to pay for Medical care? ”

“What is an ideal welfare state? ” and others.

Let me introduce myself. I’m Russel Brandon, the head and a sponsor of the group of young specialists from the UK. Let me introduce the members of the group to you. They are representatives from England, Scotland, Wales and N.Ireland.

The aim of the first day of our conference is:

We’ll discuss problems connected with people’s welfare, social level, and live conditions of all social groups of our society.

Now we are waiting for the representatives from Russia – doctors, teachers, sociologists from Blagoveschensk University and Medical Academy.

I want to tell you about the schedule of our congress. So, the schedule is very busy – sessions, sittings, discussion, round-table talks, interviews and a large social program. ( стук в дверь, входит группа из России ).

P4: – I’m Mr. Goodwill. I’m a chairman of the Great Britain – Russia Association.

Ladies and Gentlemen!

On behalf of the Great Britain Association it is my honour and duty to declare the conference open.

International Scientific and Cultural Cooperation improves understanding between people.

It helps to exchange knowledge. It serves the cause of peace.

I think we should create a friendly atmosphere and give the floor to our guests from Gr. Britain.

Today is the first day of our conference and our representatives from UK want to tell you about our country. Our country is not so large as yours, but I think you will get a lot of interesting information about it during our conference.

The system of National Insurance and Social Security provide financial help for different categories of citizens.

What categories of citizens are entitled to social payments?

P1: – When people work they must pay contributions to the National Insurance fund. Contributions are also made by the employer and the Government. National insurance benefits are available to the unemployed, the sick and the retired. The disabled are also provided with financial help. Financial help is also available to the widowed. Every child is entitled to a child benefit, whatever the parents’ income may be.

P2: – I want to add: Social Security covers a wide range of payments, mainly to people who do not quality for National Insurance payments. The main social groups who claim social security benefits are: single parents, the long-term unemployed, and pensioners whose pension is too low. People in full-time work whose earnings are below a certain level can claim benefits, too.

P3: – The National Insurance and the Social Security benefits paid to different categories of people are known by different names.

What are some of these names? Who receives these benefits? What do you think about it?

What categories of citizens are entitled to social payments in Great Britain?

– The unemployed, the sick and the retired are entitled to National Insurance benefits.

– The disabled and the widowed also receive financial help.

– Children are provided with allowance as well.

– Single parents, the long-term unemployed and pensioners with low pension can claim payments from Social Security.

– People in full time work with low earnings are provided with benefits.

– Maternity pay is available to women who leave work to have a baby.

– Family credit is provided for families with children who have very low incomes.

– Invalidity pension is available to a person who is unable to work after a sickness period.

– Mobility allowance is paid to disabled people to pay for transport or to buy a special vehicle.

In Russia social benefits are paid to:

– elderly people;
– people who are sick;
– people who are not able to work (the disabled);
– people who do not work (the unemployed, the jobless);
– the widowed;
– the poor;
– the retired;
– young people up to 18 or longer it the child continue education (the young).

What benefits are the citizens of Russia entitled to?

– Women have a right to a pension at the age of 55 and men at 65.
– Maternity pay is available to women who leave work to have a baby.
– Retired people can get a salary or a wage and still receive their pension in full.
– Each child usually paid to provided for mothers.
– Scholarships are paid to young people college and higher school students, if they do not pay fees for their education.– People who are disabled can receive invalidity pension.
– Widows can get payments for their husbands who died.

Our country is going trough a difficult period now. Economic restructuring doesn’t lead everyone to success. A lot of people are unemployed.

There are winners and losers. There are social workers who have to relive the burden off people’s shoulders and to help them to solve their problems.

My grandmother receives state pension.

My grandfather also receives retirement pension and he is entitled to invalidity pension. I’m not paid child benefit.

When my mother was pregnant she clained maternity pay. My aunt is provided with widow’s pension as her husband died.

There are many low incomes, unfair families, the disabled, difficult children in our school.

For organizing helping such children, our school has a special person – a sociologist Ilyuschenko Irina Vladimirovna. Her work’s aim and help is free of charge eating, clothing help for these children. Once a quarter they have material payment in size of 500 rubles, resort treatment with eating and resting. Irina Vladimirovna organizes visiting unfair families for helping children.

If you have such problems with your parents or surroundings you should consult our sociologist.

Here are some facts and opinions about the system of health care and medical insurance in Great Britain:

– In Britain insurance is organized by the Government and is compulsory, while in some other countries it is not.
– The country doesn’t spend a lot of money per person on health care, whereas in some other western countries health care systems are much more expensive.
– Despite the shortage of money, the system of medical care works well.
– The British spend a small proportion of their wealth on health service, because of its simple administration.
– In spite of being poor, you can get good medical care in Britain.
– The exceptions to free medical care are teeth and eyes, even this care is available to large numbers of people who do not have to pay.
– Although Britain has public health care, it has a private sector, too. The biggest is BUPA.
– Because of the central organization of public health care there is little cooperation between public heath care service and the private sector.

What is the NHS? What is BUPA?

P1: – National Health Service is a public service providing medical care, paid by taxes.

Everybody has the right to use the medical service.

It lacks funding, so the patients have to wait to be operated for years.

P2: – BUPA – British United Provident Association is the largest private health insurance company. About 3 mln. people use it.

You don’t need to wait to be operated. It is more patient – centered as you pay for it.

What is the Medical Council?

How does the Medical Council operate? What is it for?

P3: – Medical Council deals with medical and health matters. You can complain to Medical

Council, if you are not satisfied with diagnosis or treatment.

Here are some facts about the system of health care and medical insurance in Russia.

– In Russia medical insurance is Compulsory.
– The country doesn’t spend mush money on health care.
– In spite of being poor, you can get good medical care.
– Although Russia has public health system, it has a private sector, too.
– Because of the central organization of the health care system there is little cooperation with the private sector.

P1: – I think health care service in Russia has its own good and bad points. Although Russia has a public health care service, we have a private sector, too.

P2: – Because of the shortage of money the public health services doesn’t work very well.

Although the quality of the private health care is high, it has a high cost. Though the quality of the public health care is not very high, it provides free of charge treatment.

P3: – A lot of people in the world know that when the world’s rich men want the best treatment money can buy, they usually go to the USA.

P4: – Small wonder, most new medical techniques and technologies become available in America before anywhere else. The USA is one of the most developed countries in the world, but it does not provide health care for all.

P5: – The USA has no public health service, so most people have private health insurance.

P3: – Medical care is not free, but many hospitals provide some free or low cost care for those who cannot pay.

P6: – There are people who receive medical care through social programmers. They are: Medicare which is intended for people over 65 and the disabled; and   Medicaid which is available to the poor.

P1: – I think that in many ways it is ways it is a wonderful system, but in many other ways it is a catastrophe.

Ladies and gentlemen!

As you see all system of medical care have both advantages and disadvantages. And I think it will be very interesting to know your opinions about this theme. Let’s divide yourselves into two groups. It will be a group work.

I’ll give you 3 minutes to discuss these problems. iscuss, please, these problems. It is very important to know about your opinions.

P1: – I think that in many ways public health care in Britain is not bad, though the private health treatment (BUPA for example) is better. Because of the financial problems in the National Health Service. People have to wait to be operated for many years.

P2: – I agree with you Mr. Goodwill, that the private system of health care in Britain offers some advantages. Because we don’t need to wait to be operated. It is more patient-centered as you pay for it.

P3: – We heard that in Russia because of the shortage of money the public service doesn’t work very well.

P4: – I agree, it is negatively, but in Russia medical insurance is compulsory. And in spite of being poor, you can get good medical care.

P5: – I know that your country doesn’t spend much money on health care as our country too. I think it is negatively.

P6: – But although Russia has a public health care service we have a private sector, too. By the way the quality of the private health care is high and it has a high cost. By the way though the quality of the public health care is not very high, it provides free of charge treatment.

P7: – But if we’ll be say about the USA, of course it is one of the most developed countries in the world, but it does not provide health care for all.

P8: – America with its private insurance-based system spends 14% of GDP on health. Britain with its popular state-funded NHS spends only 7 %

P3: – 14 % of American live below the poverty lever. Among the poor there are a lot of homeless people. To fill their “ empty cups ” the homeless bear different signs. For example: “Homeless and Hungry”, “Why lie? Need beer”. It’s very important to know your opinions about these difficult and important problems of our society. You may have your own opinions about the ideal welfare state and the benefits, it must provide for its citizens. These opinions may be different. Let’s try to dream about an ideal welfare state.

– In the welfare state most benefits must be available to everybody who is entitled to them and it will be very good.
– In the welfare state nobody must live in poverty.
– Everybody is to have proper health care and education regardless of their income.
– It is very important that the welfare state must help the disabled, people who are unable to work and earn money on their own.
– The welfare state system must provide the elderly with an income that will allow them to live some degree of dignity.
– Without financial help, many people will be reduced to begging.

P1: – To my mind in the welfare state most benefits must be available to everybody who is entitled to them and it will be very good.

P2: – I think in the welfare state nobody must live in poverty.

P3: – In my opinion everybody is to have proper health care and education regardless of their income.

P4: – I think it is very important that the welfare state must help the disabled, people who are unable to work and earn money on their own.

P5: – To my mind the welfare state system must provide the elderly with an income that will allow them to live some degree of dignity.

P6: – Of course, without financial help, many people will be reduced to begging.

T: Discussing this important theme, we see our society has many advantages in education, in health, in culture, in science and other ways, but by the way, we have the homeless, the poor, the hungriest, the difficult, and the disabled.

Some interesting facts: the population of Belogorsk is 70000 people. There are 1125 enterprises and 44600 people work there. There are 21.670 – the retired in our town, 486 – the unemployed and people who live below the poverty level.

It is a very large problem in our society. Dear friends, in conclusion, I would like to say that these undecided problems stay, and you, young generation, must pay attention to them. I think and all guests of the conference agree with me that the future is in your generation’s hands. I’d like to say to you: “Good – luck! ”

It’s a pity but our first day of the conference is over.
