Цели: углубление представления учащихся о политическом устройстве Великобритании: помочь учащимся осознать реалии англоязычной культуры;

Задачи:

  • познавательный аспект: обобщение и систематизация материал по теме "Основы парламентского государства и конституционной монархии"; активизация тематической лексики в устной речи учащихся в диалогической и монологической форме (обсуждение, дискуссия); формирование общеучебных умений: умение работать с информацией (фиксировать содержание, выделять нужное, обобщать);
  • развивающий аспект: развитие умения понимать схемы, развитие догадки по аналогии с родным языком и по словообразовательным элементам;
  • воспитательный аспект: осознание понятия "демократия" и "свобода" не как "вседозволенность", а как "свободу действий в рамках закона";
  • учебный: формирование коммуникативных умений участия в учебном диалоге и построении монологического высказывания по теме ""Основы парламентского государства и конституционной монархии"";

Языковой и речевой материал: лексика раздела Western Democracies

Методы: метод проектов

Средства обучения: мультемедийный проектор, экран, ПК, презентация MPP, государственная символика Великобритании (флаг, герб, гимн), портреты политических лидеров, бланки с тестами, текст для домашнего чтения, УМК В.П. Кузовлева для 10-11 классов.

ХОД УРОКА

1. Организационный момент. Объявление темы урока.

Teacher: Good afternoon! I'm glad to see you! Well, boys and girls, we have spoken a lot about English-speaking countries. And our today's English lesson isn't going to be an exception. The theme of our lesson is Political System of Great Britain. We shall try to deepen your knowledge of the problem under discussion and this will also help you to improve your English.

2. Фонетическая зарядка.

Teacher: Whether we like it or not but politics is part of our lives. It is everywhere: in newspapers, on the radio, on TV. When you listen to a politician who speaks English you can understand some words without translation.

Exercise 2, p. 40 Which words do you understand? Find the Russian equivalents.

Teacher: It's time for us to pass over to the problem under discussion. First, however, I'd like to hear what you mean when you hear the word "democracy". While answering this question you may use Exercise 1, p. 40 Режим выполнения -управляемый диалог (Т>Р123).

4. Знакомство с государственным устройством Великобритании.

Teacher: The United Kingdom of Great Britain and Northern Ireland is a constitutional monarchy. This means that it has a monarch as its Head of State. At the same time the United Kingdom is a parliamentary democracy. Who rules the country in fact? The monarch or Parliament? Look at the slides, join the conversation and discuss this question.

Слайд 3. In theory, the constitution has three branches: Parliament, Government, Law Courts. Although the Queen is officially head of all three branches, but she has little direct power. The monarch reigns with the support of Parliament. Who is the monarch of Britain nowadays?

P1 It is Queen Elizabeth II. She is on the British throne now.

Teacher: What are the main functions of the Queen? Слайд 4.

P1 She is the official head of state and an integral part of Parliament.

P2 She appoints all the Ministers, including the Prime Minister.

P3 But she has mostly representative functions.

P4 She gives the royal assent to the bills passed by the House of Commons and the House of Lords.

Teacher: You are right. She signs the bills which become laws.

P5 Besides the Monarch of Britain is also the head of the Commonwealth of Nations.

P6 Everything today is done in the Queen's name.

Teacher: You are right. It is her government, her armed forces, her law courts and so on. And what about the government of Great Britain?

Слайд 5. Teacher: The British government represents the executive branch of power. Its head is the Prime Minister. He is a leader of the party with the majority seats in the House of Commons though officially it is the Queen who appoints the Prime Minister. Nowadays it is David Cameron. Will you name the functions of government? Слайд 6.

P1 It determines government policies.

P2 It is responsible for government policies.

P3 It coordinates government departments.

P4 It is responsible to the House of Commons.

Слайд 7. Teacher: The Prime-Minister lives and works in the official residence No. 10 Downing Street, London. This is a large house in a small street, where many of the departments have their offices, a very short distance from the Houses of Parliament.

Слайд 8. Teacher: Let us speak about the British Parliament. It represents the legislative branch. What do you know about it?

P1 It consists of the House of Commons and the House of Lords.

P2 The House of Commons is made up of 650 elected members of the Parliament.

They called MPs. They are elected by the population for a period of five years.

P3 They discuss political problems, make laws and control the work of the government.

Teacher: What can you say about the House of Lords?

P1 It is made up of 1 100 permanent, non elected members.

P2 They are peers and life peers.

P3 They examine and revise bills from the House of Commons.

P4 They can delay bills for one year if they do not approve them.

Teacher: Now answer the question given before, please! Who rules the country in fact? The monarch or Parliament?

P1 Queen Elizabeth II is the head of state, but she has no real power. Her role is mostly ceremonial. And the Queen and the royal family continue to take part in many traditional ceremonies. Queen's power is limited by the Parliament.

Teacher: What do you mean by saying that 'her role is mostly ceremonial?

P1 Queen is known to act on the advice of her ministers. Though she gives royal assent to the bills passed by the House of Commons and the House of Lords and she signs the bills which become laws.

P2 Parliament comprises the House of Commons, the House of Lords and the Queen in her ceremonial role. The center of Parliamentary power is the House of Commons. The Commons have much more real power.

Teacher: Say a few words about the Houses of Parliament. Слайд 9.

P3 The Houses of Parliament works in Westminster Palace which stands near the Thames.

P4 It is the most admired building in Europe. The Palace of Westminster includes the House of Commons, the House of Lords, Westminster Hall, the Clock Tower, the Victoria Tower, various committee rooms, residences, offices.

P5 The famous clock Tower houses 'Big Ben' -the clock named after Sir Benjamin Hall under whose direction the construction of the clock was conducted. People call the clock Big Ben, but the name really belongs to the bell on which the clock strikes the hours. The light at the top of the clock Tower shows when Parliament is sitting at night.

Teacher: We haven't said yet about the people who elect members of the House of Commons. Слайд 10.

P1 All men and woman over 18 have right to vote. They elect members of the House of Commons.

P2 There are about 650 constituencies in the UK with 60-70,000 electors in each of them.

P3 On electing day people mark an "X" beside the candidate they wish to be elected.

P4 In each constituency, the candidate with most votes wins.

Teacher: Let us remember the flag of the United Kingdom. What is the nickname of the British flag?

P1 The British flag is known as the Union Jack. Слайд 11.

P2 The Union Jack is made up of three crosses: the cross of St. George (the patron saint of England), the cross of St. Andrew (the patron saint of Scotland), the cross of St. Patrick (the patron saint of Ireland).

Teacher: The National Anthem of the UK is known as 'God save the Queen'. Will we listen to it? (the students have texts before them)

God save our gracious Queen,
Long live our noble Queen,
God save the Queen:
Send her victorious,
Happy and glorious,
Long to reign over us:
God save the Queen.
