  4. Делать свое высказывание.

Организационный момент.

Pupil. Today is the ninth of October. It is Thursday. It is autumn because it is cloudy and rainy.

Teacher. Our topic is Social Welfare or in another way it is called Social Service in Britain. Its function is to help people. Then you are to make up your own narrations.

First, pupils, let's in chorus repeat words after the teacher.

  • Social Welfare
  • are available
  • are entitled
  • maternity allowance
  • are paid to
  • don't demand a benefit
  • receive a benefit
  • widowed
  • receive a benefit
  • medical care isn't flexible.

A working man pays contributions to the Insurance Fund, to the employer,
the Government. National benefits are available to the unemployed, to the sick, retired people. The disabled receive financial help. The widowed and every child are entitled to receive help too. What about other categories of people?

Pupil. Women having babies have the right to ask for maternity allowance.

Pupil. Retired working people get salary and still receive their pension.

Pupil. People not working have a right to a monthly payment.

Pupil. Scholarships are paid to young people in colleges, higher schools if they don't pay fee for education.

Teacher. But what is Medical Treatment still like in Britain generally saying?

Pupil. In Britain medical care is not free. Elderly people have no money. They have diseases. They lose their friends.

Teacher. Sorry but it is true. Moreover people who really need a benefit, don't get it.

Pupil. Some people are too proud. Others don't know their rights.

Teacher. It proves Social Service is not flexible. Having up-to-date equipment we can't help speaking about its inefficience.

The boy by name Mole discovered huge spots on his face. One doctor didn't even examine them. The emergency doctor said it was a normal state of adolescence. Only after the complain of Mole's grandma tonsilittis were discovered. But doctors couldn't make an operation to the boy because Social Fund had no money at all at that time.

Questions.

Teacher. What happened with Mole?
How did the doctors react on his disease?
Tonsilittis was discovered at last, were not they?
Why couldn't doctors make an operation for the boy?

Teacher. And we can confirm the inefficience of Social Insurance by another example.

Adrian, the boy of 13 had the right to receive a benefit. But his mother spent this money on herself. One day the boy asked 5 pounds for the school trip to the British Museum. Father got angry. He thought education is free of charge. For schools dinners Adrian had only chips, beans and scones. That's why Adrian wanted to know where the Family Allowance was. But he couldn't find it. He helped the pensioner Mr. Bart. Adrian phoned Social Service to help Mr. Bart. The social worker didn't even give him help about the house. None of Mr. Bart's 4 sons came to see him. Later Mr. Bart fell ill. But escaped from the hospital. Then a social workers offered him a place in a terrible 'Sunshine Home. Mr. Bart refused. Then he was kidnapped by Social Service workers. Mr. Bart decided to sue Social Service.

Teacher. Any questions?

Pupil. Why did Adrian address the Service?

Pupil. The actions of Service towards Mr. Bart were awful, weren't they?

Pupil. Beyond any doubt! He was kidnapped by Social Service to place him to live in the house of pensioners.

Teacher. So what have I taught you today?

Учащиеся берут карточки с вербальными опорами и составляют рассказ по цепочке.

  1. Every citizen pays contribution to the Social Service, to the employer, the Government.
  2. Benefits are available to the sick, unemployed, every child.
  3. Women having babies have the right to a monthly payment.
  4. Retired but working pensioners get salary and pensions.
  5. People not working receive a monthly allowance.
  6. Scholarships are paid to young people in colleges, high schools if they don't pay for education.
  7. As to Medical Care it isn't flexible in Britain.
  8. It is not free.
  9. Medical Service obeys the ВИРА.
  10. Social Service is today to some extent inefficient.
  11. In spite of modern equipment doctors, for example, can't make simple operations, because Social Fund has no very often money at all.
  12. Sometimes social workers make pensioners live in houses with terrible conditions.

Home Work. Write a project 'Social Insurance in Britain. First in your copy-books, in comparison with our Social Service.

Teacher. Nevertheless Social Service in Britain answers the demands of all categories of people. It demands the conditions of modern life.

Homework: write projects about Social System in Britain and compare it with the Russian system of Social Service.
